The North East Pa Land Bank is issuing a Request for Proposals for firms or private developers to renovate a single-family home at 135 Broad Street in Pittston, PA. The NEPA Land bank has issued a set of requirements and an application developers must complete if interested in proposing on the project. - North East Pennsylvania Land Bank Seeks Developer for Pittston City Redevelopment Project
The North East Pennsylvania Land Bank Authority is inviting qualified developers to submit proposals for the renovation or redevelopment of a duplex property located at 18–20 George Street in Pittston City. The property, currently in deteriorated condition, presents a unique opportunity to contribute to the continued revitalization of Pittston’s neighborhoods while transforming a blighted structure into a new residential opportunity. The Land Bank is seeking proposals that emphasize craftsmanship, design quality, and long-term neighborhood impact—not just competitive pricing. Developers may choose to either demolish and construct new or rehabilitate the existing structure using high-quality materials that meet all current building codes. Preference will be given to applicants who demonstrate an ability to complete the project expediently and with exceptional attention to detail and craftsmanship. The property features a two-story, 2,688-square-foot home on an approximately 6,400-square-foot lot. Developers will be responsible for all site cleanup, construction, permitting, and compliance with all local building regulations. "Properties like this are crucial to the health of our neighborhoods,” said Shannon Bonacci, Deputy Director of the NEPA Land Bank. “The Land Bank program is a powerful tool that allows us to transform blighted and tax-delinquent properties into safe, vibrant homes that strengthen our communities for years to come.” The NEPA Land Bank also acknowledges the support of the Luzerne County Tax Sale Bureau, whose partnership enables the Authority to utilize priority bids to acquire distressed properties and return them to productive use for participating municipalities throughout the region. - Northeast Pennsylvania Land Bank Breaks Ground on New Modular Homes
Dupont, PA – November 12, 2025 — The Northeast Pennsylvania Land Bank celebrated a major milestone this week with a groundbreaking ceremony for its newest affordable housing effort, the Mod-Home Initiative , held at 292 Coolidge Street in Dupont. Supported by a $750,000 grant from the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund , the Mod-Home Initiative marks an innovative step forward in addressing the region’s affordable housing shortage. The project includes the construction of two new modular single-family homes —a two-bedroom unit on North Main Street in Pittston City and a three-bedroom home in Dupont. Both homes were designed and built by Cornerstone Building Solutions . Once completed in December, the homes will be made available through a rent-to-own program , offering local families a realistic and sustainable pathway to homeownership. By eliminating traditional barriers such as large down payments and high interest rates, the program aims to make owning a home achievable for more working families across the region. “This is one of the projects I am most proud of,” said Shannon Bonacci, Deputy Director for the Northeast Pennsylvania Land Bank . “The Land Bank has proven that we can do more than just buy and sell properties—we can play a vital role in expanding affordable housing opportunities. - NEPA Land Bank Authority Receives $10,000 Mini Grant for Redevelopment of Blighted Property
[Pittston, PA, March 4] – The North East Pennsylvania Land Bank Authority was awarded a grant in the amount of $10,000 from the Housing Alliance of Pennsylvania’s Lank Bank Mini Grant Program, which is funded by Truist Bank. This funding will be used for pre-development expenses and will support the redevelopment of blighted and abandoned property for affordable housing. The North East Pennsylvania Land Bank is a public agency that consists of five municipalities including Pittston City, Avoca Borough, Duryea Borough, Jenkins Township and West Pittston Borough.
