North East Pennsylvania Land Bank Seeks Developer for Pittston City Redevelopment Project

The North East Pennsylvania Land Bank Authority is inviting qualified developers to submit proposals for the renovation or redevelopment of a duplex property located at 18–20 George Street in Pittston City. The property, currently in deteriorated condition, presents a unique opportunity to contribute to the continued revitalization of Pittston’s neighborhoods while transforming a blighted structure into a new residential opportunity.
The Land Bank is seeking proposals that emphasize craftsmanship, design quality, and long-term neighborhood impact—not just competitive pricing. Developers may choose to either demolish and construct new or rehabilitate the existing structure using high-quality materials that meet all current building codes.
Preference will be given to applicants who demonstrate an ability to complete the project expediently and with exceptional attention to detail and craftsmanship.
The property features a two-story, 2,688-square-foot home on an approximately 6,400-square-foot lot. Developers will be responsible for all site cleanup, construction, permitting, and compliance with all local building regulations.
"Properties like this are crucial to the health of our neighborhoods,” said Shannon Bonacci, Deputy Director of the NEPA Land Bank. “The Land Bank program is a powerful tool that allows us to transform blighted and tax-delinquent properties into safe, vibrant homes that strengthen our communities for years to come.”
The NEPA Land Bank also acknowledges the support of the Luzerne County Tax Sale Bureau, whose partnership enables the Authority to utilize priority bids to acquire distressed properties and return them to productive use for participating municipalities throughout the region.
